Full-Time Permanent OR Contract

Our client is seeking an IT Operations Manager, reporting into their centralized PMO, to act as a strategic liaison across departments managing IT financial governance, resource planning, and executive reporting for the Office of the CIO. This role will drive PMO excellence by standardizing delivery workflows, overseeing portfolio management tools (Hive/ADO), and ensuring compliance with financial and operational audit standards.

Responsibilities

Office of the CIO Orchestration
  • Build trusted relationships with finance, HR, engineering, and business operations to enable effective IT operations and decision making.
  • Maintain an accurate inventory of IT staff, including reporting structure and individual charge rates, ensuring data integrity for financial reporting and capacity planning.
  • Own and govern the approval processes and workflows for all Statements of Work (SOWs), purchase orders, contracts, and related financial artifacts funded through the IT organization.
  • Partner with IT project teams to plan and deliver internal showcases (e.g. lunch and learn sessions) to highlight IT projects, capabilities, and delivered value.
  • Consolidate project and program updates from across the enterprise into a monthly executive-level summary deck presented to the CEO by the CIO.
  • Collaborate closely with Finance to provide accurate monthly reporting on IT spend, forecasts, recoverability, and headcount, supporting financial transparency and budget management.
  • Design, implement and maintain a structured SharePoint file architecture to support CIO and PMO documentation, ensuring consistency, accessibility, and governance of IT records.
  • Plan and coordinate IT leadership meetings, town halls, and events to improve communication, alignment, and collaboration within IT while enhancing company culture.

    Project Management Office
  • Educate the Project Managers, Value Stream Owners and Delivery Leads on how to best leverage the Portfolio Management platform (Hive) through targeted 1:1 coaching sessions.
  • Drive adoption of Hive across new and existing teams to establish a single source of truth for portfolio data, improving transparency and business visibility.
  • Collaborate with Change Management while introducing new Hive features, project templates and delivery processes, ensuring rapid sustained adoption by project teams.
  • Work closely with Delivery Leads and Value Stream Owners to develop and maintain portfolio-level roadmaps aligned to organizational priorities, funding decisions, and resource capacity.
  • Synthesize detailed project status updates into concise, executive-ready status updates and summaries.
  • Analyze and interpret monthly financial data to identify trends, risks, and opportunities related to IT spend and delivery performance.
  • Ensure proper classification, tracking and reporting of Capital (CapEx) and Operational (OpEx) expenditures in alignment with corporate policies.
  • Document standardized project delivery workflows and processes to ensure consistent execution and improve onboarding of new employees.
  • Coach BAs on how to write user stories in Azure DevOps.

    Compliance & Governance
  • Ensure consistent use of templates, Hive (project management tool), and project governance so executives have a similar experience in all projects.
  • Conduct audits and reviews with project teams to ensure accountability and transparency.

Qualifications

  • Bachelor’s degree in business, IT, or related field; MBA preferred.
  • 5+ years of experience in project portfolio management, strategic project delivery, or EPMO leadership.
  • Finance skills: Experience with organizing, analyzing and validating financial data using Excel spreadsheets to extract meaningful insights and inform strategic decisions. Exposure to CapEx, OpEx and One Time Cost project categorization an asset.
  • Documentation: experience documenting workflows of processes to be used for onboarding new employees.
  • Organizational Skills: Exceptional ability to manage multiple tasks, projects, and priorities simultaneously while maintaining attention to detail.
  • Facilitation: Strong facilitation skills with the ability to lead meetings, workshops, and discussions effectively.
  • PowerPoint: Advanced proficiency in creating professional and impactful PowerPoint presentations.
  • Event Organization: Demonstrated experience in planning and coordinating events, meetings, and workshops.
  • Communication: Excellent written and verbal communication skills, with the ability to convey complex information clearly and concisely.
  • Interpersonal Skills: Strong interpersonal skills with the ability to build and maintain effective working relationships with diverse stakeholders.
  • Problem-Solving: Ability to identify issues, propose solutions, and implement changes effectively.
  • Experience in Agile, Waterfall, and hybrid delivery methodologies.
