Job Description

Our client, in the Broader Public Sector is looking for an experienced Accounting Manager for a 6-month contract with strong potential for extension. This exciting hybrid opportunity is based in Langley, BC.

In this key leadership role, the Manager will oversee daily finance activities including accounts payable, receivable, treasury, and cash management. The ideal candidate will drive process improvements, ensure regulatory compliance, lead system enhancements and training, and play a critical role in audit readiness and cross-functional collaboration.

Key Responsibilities:

Team Leadership & Oversight

  • Directs and supports staff handling AP, AR, and treasury functions.
  • Sets team goals, monitors performance, and ensures effective communication and problem-solving.
  • Handles employee relations, collective agreement interpretation, and grievance resolution in collaboration with HR.

Financial Operations Management

  • Oversees payment processing, staff reimbursements, and revenue collections.
  • Maintains and enhances internal systems and procedures for accuracy and timeliness.
  • Manages relationships with merchant services and ensures compliance with payment card policies.
  • Coordinates updates to tuition and student fee systems alongside the Registrar’s Office.
  • Leads audits of workflows, policies, and systems for compliance and efficiency.

Liquidity Planning & Financial Strategy

  • Designs and implements strategies for managing liquidity and forecasting cash requirements to align with both immediate and future financial goals.
  • Manages banking partnerships and reviews investment holdings to optimize liquidity while achieving appropriate returns.
  • Maintains compliance with all applicable financial regulations and statutory requirements.

Taxation Oversight & Regulatory Affairs

  • Provides guidance on tax-related matters such as provincial and federal sales tax.
  • Tracks updates to financial legislation and ensures internal practices remain compliant.
  • Acts as a point of contact for the CRA, external auditors, and other regulatory entities.
  • Administers the documentation and reporting processes related to PCI compliance.

Reporting, Projects & Collaboration

  • Supports the preparation of financial statements and audits.
  • Manages month- and year-end closings, ensuring accurate reconciliations.
  • Collaborates with reporting and budgeting teams to resolve discrepancies.
  • Leads or contributes to cross-departmental projects, committees, and strategic initiatives.
  • Acts as delegate for the Director or other finance managers as needed.

Qualifications:

  • CPA designation (active membership required).
  • 3+ years in leadership roles with experience driving improvements in finance operations.
  • 7+ years in general accounting, ideally with public sector or post-secondary exposure.
  • Strong technical knowledge of Public Sector Accounting Standards
  • Experience managing in a unionized setting and navigate complex institutional environments.
  • Skilled in financial systems, compliance, and staff development.
