Our Government client is seeking a seasoned Business Analyst to lead a strategic research and policy development initiative aimed at updating a national policy framework. The successful candidate will drive cross-jurisdictional collaboration, data collection, and policy refinement in a complex intergovernmental environment.
Lead the development and execution of a comprehensive project plan including methodologies for data collection, analysis, and stakeholder engagement
Conduct a jurisdictional scan of policies and designation processes across Canadian provinces and territories.
Engage with stakeholders using various tools and techniques to collect data
Draft, present, and revise reports summarizing jurisdictional scan findings and identifying gaps in existing frameworks
Develop an evidence-based research report including a methodology section, executive summary, findings, and strategic recommendations
Create two iterative drafts and a final version of an updated policy framework, integrating stakeholder feedback and aligning with performance standards
Present the final framework in both written and visual formats (e.g., PowerPoint) to a federal committee, ensuring compliance with accessibility standards
Facilitate consensus-building sessions with intergovernmental committees to refine and validate recommendations
Ensure all deliverables adhere to privacy, accessibility, and intellectual property standards, and align with federal security protocols
Minimum 10 years of experience as a business analyst or policy consultant in government or complex public sector environments
Proven experience leading pan-jurisdictional policy or program reviews, including stakeholder consultations and research design
Advanced knowledge of post-secondary education systems, designation frameworks, and student financial assistance in Canada
Demonstrated ability to lead policy analysis, synthesize findings, and draft actionable strategic documents
Strong project management skills, with experience developing and adhering to structured timelines and milestone-driven delivery
Exceptional written and verbal communication abilities in English, including plain-language report writing and presentation development
Experience conducting Gender-Based Analysis Plus (GBA+) in public policy contexts
Proficiency in producing accessible documents in compliance with the Standard on Web Accessibility
Reliability security clearance or ability to obtain it prior to project commencement
Bachelor’s degree or higher in public administration, education policy, economics, or a related field; relevant professional certifications considered an asset
