Job Description

Our Government client is seeking a seasoned Business Analyst to lead a strategic research and policy development initiative aimed at updating a national policy framework. The successful candidate will drive cross-jurisdictional collaboration, data collection, and policy refinement in a complex intergovernmental environment.

Tasks

  • Lead the development and execution of a comprehensive project plan including methodologies for data collection, analysis, and stakeholder engagement

  • Conduct a jurisdictional scan of policies and designation processes across Canadian provinces and territories.

  • Engage with stakeholders using various tools and techniques to collect data

  • Draft, present, and revise reports summarizing jurisdictional scan findings and identifying gaps in existing frameworks

  • Develop an evidence-based research report including a methodology section, executive summary, findings, and strategic recommendations

  • Create two iterative drafts and a final version of an updated policy framework, integrating stakeholder feedback and aligning with performance standards

  • Present the final framework in both written and visual formats (e.g., PowerPoint) to a federal committee, ensuring compliance with accessibility standards

  • Facilitate consensus-building sessions with intergovernmental committees to refine and validate recommendations

  • Ensure all deliverables adhere to privacy, accessibility, and intellectual property standards, and align with federal security protocols

Qualifications

  • Minimum 10 years of experience as a business analyst or policy consultant in government or complex public sector environments

  • Proven experience leading pan-jurisdictional policy or program reviews, including stakeholder consultations and research design

  • Advanced knowledge of post-secondary education systems, designation frameworks, and student financial assistance in Canada

  • Demonstrated ability to lead policy analysis, synthesize findings, and draft actionable strategic documents

  • Strong project management skills, with experience developing and adhering to structured timelines and milestone-driven delivery

  • Exceptional written and verbal communication abilities in English, including plain-language report writing and presentation development

  • Experience conducting Gender-Based Analysis Plus (GBA+) in public policy contexts

  • Proficiency in producing accessible documents in compliance with the Standard on Web Accessibility

  • Reliability security clearance or ability to obtain it prior to project commencement

  • Bachelor’s degree or higher in public administration, education policy, economics, or a related field; relevant professional certifications considered an asset
