Job Description

We are partnering with an organization in the public sector to support recruiting a 1 year contract opportunity for a Senior Advisor, Project Finance position based in Toronto, ON. This is an excellent opportunity to contribute to large-scale infrastructure projects' financial oversight and strategy while working in a collaborative and purpose-driven environment.

Job Title: Finance Officer / Analyst 
Location: Toronto, ON (Hybrid – 2 to 3 days onsite per week)
Employment Type: contract - 1 year with possibility of extension
Work Hours: 7-hour workday, with flexible start times
Reports To: Manager, Project Finance

Key Responsibilities:

  • Project Evaluation & Financial Analysis:
  • Lead the financial assessment of significant infrastructure projects, including cost-benefit and value-for-money analyses.
  • Develop and review complex financial models to support investment decisions and fiscal planning.
  • Provide strategic guidance on funding structures, procurement models, and financial risk allocation.
  • Advisory & Stakeholder Engagement:
  • Advise internal and external stakeholders on public-private partnership frameworks and alternative financing strategies.
  • Collaborate with ministry partners, legal advisors, and financial institutions throughout the project lifecycle.
  • Prepare detailed reports, presentations, and briefings for senior decision-makers.
  • Policy & Strategy Support:
  • Contribute to developing and implementing infrastructure finance and capital investment planning policies.
  • Monitor and analyze market trends to ensure alignment with government fiscal strategies and objectives.

Qualifications:

  • At least 5 years of experience in infrastructure finance, capital planning, or public-private partnerships.
  • Strong knowledge of financial modelling, project evaluation, and risk analysis methodologies.
  • Excellent communication and stakeholder management skills.
  • Proficiency in Excel and financial modelling tools; familiarity with government budgeting and procurement processes is an asset.
  • Bachelor’s or Master’s in Finance, Economics, Public Policy, or a related field.
