Job Description
- Contract Term: 6 months, with a potential extension of an additional 6 months
- Work Model: Hybrid (onsite in Halifax, Nova Scotia, and remote)
Project Context:
On behalf of our public sector client, we are seeking a highly experienced Senior Technical Project Manager to lead the implementation of the initiatives to advancing Nova Scotia’s healthcare systems by enabling seamless access to health records and fostering collaboration across organizations.
The role requires a dynamic and analytical individual with a strong track record in managing large-scale IT projects, particularly in the public sector. This professional will drive transformation initiatives by leveraging expertise in technology integration, networking, and organizational change management while collaborating with stakeholders to achieve strategic outcomes.
Key Responsibilities:
- Provide technical project management oversight for foundational BYOD infrastructure, ensuring timely delivery of project phases.
- Manage resources, budget, risks, issues, and stakeholder relationships to achieve project goals.
- Collaborate with departments such as CSDS, NSH, and IWK to align efforts with organizational priorities.
- Translate business and technical requirements into actionable project plans.
- Lead organizational change management initiatives related to BYOD adoption.
- Develop and deliver project documentation, including charters, timelines, RACI matrices, and proof of concept (PoC) plans.
- Conduct risk assessments, identify funding requirements, and oversee vendor and quality management.
- Facilitate communication among technical teams, sponsors, and external partners to drive consensus.
Must-Have Qualifications:
- Minimum of 15 years managing complex medium-to-large-scale information technology projects and programs.
- Minimum of 8 years as a senior project manager/leader.
- Minimum of 10 years working with provincial public service.
- Bachelor’s degree (minimum educational requirement).
- In-depth experience in business and requirements analysis.
- Ability to develop a comprehensive business and technical roadmap/plan for current and future states.
- Rich experience in planning and designing cross-functional IT projects in the real world.
- Experience working with principles of cybersecurity by design.
- Proven ability to work within and across remote teams, inter- and intra-organizationally.
- Excellent communication, relationship-building, and conflict management skills across organizations with competing priorities and workstreams.
- Proven track record of successful client engagements.
- Proven ability to deliver on-time.
Preferred Qualifications:
- Previous experience in the delivery of BYOD projects.
- Experience with cybersecurity risk mitigation and information technology architecture review.
- Certified change manager with Prosci or CCMP designation.
- PMP Certification.
- Preference given to candidates with experience in the Nova Scotia context.
