About the Opportunity:
Our client is a construction management firm supporting a large K-12 capital improvement and facilities modernization program in Los Angeles. They are seeking an Owner’s Authorized Representative II (OAR II) to lead and oversee the delivery of complex public-sector construction projects, representing the owner throughout pre-construction, construction, and close-out. The OAR II serves as a senior owner-side representative, responsible for managing scope, budget, schedule, contractor performance, and regulatory compliance across large, high-value projects. This is a full-time, on-site role within a highly regulated, public-sector capital program.
Key Responsibilities:
Manage and coordinate all phases of assigned projects, including pre-construction, bidding, construction, and close-out
Review pre-construction and design documents and provide formal comments to design teams
Plan, organize, and prepare project status and progress reports for senior leadership
Coordinate with public agencies, utilities, and internal stakeholders to ensure regulatory and off-site compliance
Manage project budgets and schedules to meet owner standards; monitor and report progress monthly
Oversee contractor activities, including schedules, submittals, RFIs/RFCs, and field coordination
Review substitution requests to ensure compliance with specifications and owner requirements
Review, negotiate, and process contractor change order proposals and associated schedule impacts
Review and monitor payments for contractors, architects, engineers, and consultants
Administer provisions of professional service agreements
Coordinate delivery of fixtures, furniture, and equipment
Manage project close-out, including DSA certification and financial close-out
Perform other related duties as assigned
MANDATORY REQUIREMENTS:

Minimum 15 years of full-time professional experience in construction management and/or project management
At least 5 years with full responsibility for coordinating complex projects valued over $20M
Experience supporting public-sector, institutional, or educational facility projects
Ability to work on-site full time in Los Angeles
Preferred Qualifications (Not mandatory)
Design-Build project experience
Experience utilizing Building Information Modeling (BIM)
Experience with LEED and/or CHPS projects
Experience with DSA construction and certification processes
OSHA safety training (OSHA 30 preferred)
California Registered Architect, Professional Engineer, or CCM credential
Required Skills:
Senior-level project and contractor oversight
Strong budget, schedule, and change management capability
Experience reviewing construction documents, submittals, and schedules
High attention to documentation, compliance, and public-sector procedures
Strong written and verbal communication skills
