About the Opportunity:
Our client is a construction management firm supporting a large K-12 capital improvement program in Los Angeles. They are seeking an Owner’s Authorized Representative I (OAR I) to represent the owner throughout the pre-construction, construction, and close-out phases of major public-sector facility projects. This role acts as the day-to-day owner representative, coordinating contractors, designers, agencies, and internal stakeholders to ensure projects are delivered in accordance with scope, schedule, budget, and regulatory requirements. This is a full-time, on-site role within a regulated, high-visibility public-sector capital program.
Key Responsibilities:
Manage and coordinate all phases of assigned projects, including pre-construction, bidding, construction, and close-out
Review design and pre-construction documents and provide comments to designers
Coordinate with public agencies and utilities to ensure off-site and regulatory compliance
Monitor and manage project budgets and schedules; ensure alignment with project progress
Oversee contractor activities, schedules, submittals, and RFIs/RFCs
Review substitution requests to ensure compliance with specifications and owner standards
Review, negotiate, and process contractor change order proposals and schedule impacts
Review and process contractor, architect, and consultant payments
Administer provisions of professional service agreements
Coordinate delivery of fixtures, furniture, and equipment
Manage project close-out, including DSA certification and financial close-out
Prepare reports and status updates for project leadership
MANDATORY REQUIREMENTS:

Minimum 10 years of full-time professional experience in construction management and/or project management
At least 3 years with full responsibility for coordinating complex projects valued over $10M
Experience supporting public-sector, institutional, or educational facility projects
Bachelor’s degree in Architecture, Engineering, Construction Management, or related field (or equivalent combination of education and experience)
Ability to work on-site full time in Los Angeles
Preferred Qualifications (Not mandatory)
Experience serving as an Owner’s Authorized Representative
Experience with K-12 school facilities
Familiarity with DSA construction and certification processes
Experience with Design-Build delivery
Experience with BIM, LEED, or CHPS projects
OSHA safety training (OSHA-30 preferred)
Required Skills:
Strong project coordination and contractor oversight skills
Ability to manage schedules, budgets, and change control
Experience reviewing construction documents and submittals
High attention to documentation and public-sector compliance
Strong written and verbal communication skills
