Position Title: Program Manager, Maintenance & Operations (M&O)
Location: Los Angeles, California

Compensation: $185,000 per year + comprehensive benefits

About the Opportunity:
Our client is a construction management firm supporting a large institutional facilities modernization program in Los Angeles. They are seeking a Program Manager, M&O to lead the planning, funding, and delivery of multiple capital programs, ensuring scope, budget, schedules, and compliance are aligned across a portfolio of projects.
This is a full-time, on-site leadership role within a regulated, public-sector capital environment.
Key Responsibilities:
- Manage all aspects of program planning, development, and execution
- Oversee scope, schedules, budgets, funding, grants, and project prioritization
- Supervise project planners in developing scope, schedules, and budgets
- Develop funding strategies including grants, state matching funds, and partnerships
- Perform value engineering to mitigate cost overruns
- Prepare executive reports on program status, risks, and performance
- Manage financial close-out and funding compliance for completed projects
- Serve as liaison for closed projects under audit or litigation
- Recommend program improvements, policies, and reporting processes
- Resolve complex technical and coordination issues
- Support development of construction program policies and standards
- Participate in community and stakeholder meetings
- Support change order negotiations and contract review
MANDATORY REQUIREMENTS:

- Minimum 10 years of experience managing capital programs and projects, including:
- Scope development
- Planning and design
- Budget and funding allocation
- Project close-out
- Minimum 4 years managing programs within a public or educational agency
- Bachelor’s degree (Architecture, Engineering, Construction Management, or related)
(or equivalent experience) - Ability to work on-site full time in Los Angeles
Preferred Qualifications (Not mandatory)
- Experience managing multiple public-sector or education programs concurrently
- California Registered Architect, Professional Engineer, CCM, or LEED credentials
Required Skills:
- Strong program leadership and coordination skills
- Ability to manage funding, budgets, and multi-project portfolios
- Experience preparing executive-level reports
- Strong public-sector compliance and documentation discipline
- Excellent stakeholder and community communication skills
