About the Opportunity:
Our client is a construction management firm supporting a large institutional facilities modernization and new-build program in Los Angeles. They are seeking a Project Development Manager to lead pre-construction and project development activities across major K-12 and public-sector capital projects, ensuring scope, budget, schedule, and approvals are aligned before projects enter construction.
This is a full-time, on-site leadership role within a high-profile public-sector capital program.
Key Responsibilities:
- Lead and coordinate pre-construction activities for new and modernization projects
- Manage scope, schedule, budget, and overall delivery of multiple projects
Resolve complex planning, design, and construction issues - Direct and oversee Design Managers, Assistant Facility Development Managers, and consultants
- Track and report project budgets, schedules, risks, and issues
- Coordinate with utilities, regulators, and government agencies
- Support A/E contracts, bidding, and procurement planning
- Review and manage consultant contracts, fees, and payments
- Provide oversight of schedules, cost control, quality, and contract administration
- Coordinate with environmental health, design support, construction, inspections, and facilities teams
- Support development of policies, procedures, and best practices
MANDATORY REQUIREMENTS:

- Minimum 10 years of experience managing the planning, design, and construction of capital projects
- Bachelor’s degree in Architecture, Engineering, or Construction Management
- Ability to work on-site full time in Los Angeles
Preferred Qualifications (Not mandatory)
- Experience with new school construction and modernization projects
- Experience with CEQA, agency approvals, and public-sector permitting
- Experience with LEED or high-performance building programs
- Experience with public-sector procurement and delivery models
- Experience with community engagement and stakeholder communications
- Experience with BIM and construction partnering
- California Registered Architect, Professional Engineer, CCM, or LEED credentials
Required Skills:
- Strong project leadership and coordination skills
- Ability to manage budgets, schedules, and multiple stakeholders
- Experience resolving complex planning and construction issues
- Strong written and verbal communication
- High attention to documentation and public-sector compliance
