Senior Project Manager

The Senior Project Manager is responsible for planning, designing, bidding, and construction management. This position serves as the project manager for specific infrastructure projects of the Authority as deemed by the District Engineer.

Key Responsibilities

  • Recommend new goals, objectives, and procedures to assist the District Engineer in completing the Authority's diverse responsibilities.
  • Manage and direct the implementation of capital projects, programs, and responsibilities as assigned, including reviewing consulting engineering design documents, contract negotiations, and implementing agreements and contracts.
  • Develop work plans, projects, and programs. Monitor workflow, review, and evaluate work products, methods, and procedures, ensuring production expectations are balanced with safety risks and financial objectives.
  • Plan, direct, and oversee the design, construction, and implementation of complex water, recycled water, or related projects to advance the Authority's objectives.
  • Present project status reports on engineering studies, bid proposals, and construction projects to customers, staff, and Board members.
  • Assemble contract documents and bid work in compliance with the governing laws and regulations of the State of Texas.
  • Prepare and assemble Requests for Qualifications (RFQs) and Requests for Proposals (RFPs) for various contract work.
  • Direct the procurement of goods and services from multiple vendors and contractors to complete a project.
  • Communicate with the District Engineer, General and Assistant General Managers, Chief of Staff, Board of Directors, and customers on project status and workflow, and notify them early of any problems or unforeseeable events.

Qualifications/Preferred Skills

  • Minimum 10 years of experience in engineering, planning, or management.
  • A bachelor’s degree from an accredited college or university with major coursework in engineering is required.
  • Certificate of Registration as a Professional Engineer in Texas is preferred.
  • Thorough knowledge of general construction.
  • Thorough knowledge of related Texas State Laws for construction by water districts.
  • Ability to understand and cooperate with programs, projects, and procedures necessary for achieving team objectives.
  • Skilled in oral and written communication and in preparing clear and precise reports.
  • High level of understanding and competency in utilizing various software and computer applications, including MS Office, Microsoft Project, Primavera, and other job-specific applications.
  • Attention to detail, collaboration skills, flexibility, and ability to multi-task.
  • Ability to analyze problems and implement solutions.
  • Must possess a valid Texas Driver's License.
