Rate: $95 to $110/hr INC
Work Arrangement: 5 days onsite
Contract End Date: March 31, 2027

About the Role

We are seeking an experienced Senior Project Manager / Product Leader to lead large scale, complex, high profile technology initiatives within a public sector environment.

The successful candidate will bring a strong combination of product management, project delivery, stakeholder management and public sector experience, with a proven ability to manage multi year, multimillion dollar initiatives.

This role requires someone who can establish product vision and strategy, manage complex project lifecycles, coordinate cross functional teams and ensure deliverables are completed within scope, schedule and budget.

Key Responsibilities

• Lead large scale, complex and high risk technology initiatives from planning through implementation.

• Define and execute product vision, strategy and delivery roadmaps.

• Gather, assess and prioritize business, customer and technical requirements.

• Develop and maintain detailed product roadmaps, release plans and delivery milestones.

• Manage multimillion dollar project budgets, scope, risks, dependencies and stakeholder expectations.

• Coordinate business, technical and cross functional teams throughout the product and project lifecycle.

• Lead project assessments including Threat Risk Assessments (TRA) and Privacy Impact Assessments (PIA).

• Develop business cases, financial assessments and supporting documentation for multi year initiatives.

• Translate complex business requirements into clearly defined product goals, features and deliverables.

• Manage Agile delivery artifacts including epics, features, user stories, roadmaps and release plans.

• Ensure projects comply with established governance, security, privacy and project management standards.

Required Experience

Product and Project Management

• Extensive experience in product planning and product lifecycle management.

• Proven ability to define and execute product vision and strategy.

• Strong experience gathering and prioritizing business and customer requirements.

• Experience developing and managing detailed product roadmaps.

• Demonstrated success managing multi year, multimillion dollar technology projects.

• Strong stakeholder management, risk mitigation and scope management experience.

• Experience developing business and technical requirements and translating them into product objectives.

• Proven ability to coordinate cross functional teams through complex product delivery.

Technical and Delivery Experience

• Working knowledge of Microsoft Azure cloud technologies.

• Experience managing project lifecycles using tools such as Jira, Azure DevOps, Microsoft Project, Trello and Kanban.

• Experience with collaboration and documentation platforms including Microsoft Teams, Confluence, Miro, Office 365, Google Drive, Zoom and Slack.

• Strong understanding of Agile delivery practices.

Documentation and Governance

• Experience developing business cases and financial documentation.

• Experience preparing Privacy Impact Assessments (PIA) and Threat Risk Assessments (TRA).

• Experience preparing Requests for Service and other formal technology and project documentation.

• Strong experience developing Agile artifacts including roadmaps, release plans, epics, features and user stories.

Public Sector Experience

• Previous experience delivering complex technology initiatives within a public sector environment.

• Understanding of public sector ITIL processes, including incident, release and problem management and operational support models.

• Familiarity with PMO Stage Gate governance processes within the Ontario public sector.

• Experience working within public sector project governance, gating procedures, business processes and project management standards.

They will have demonstrated experience managing complex public sector technology initiatives while balancing product strategy, delivery, governance, financial management and stakeholder expectations.
