Contract: October 15, 2026 – October 15, 2027
Duration: 12 months
Rate: $100–$113/hour, Inc.

About the Role

We are seeking a highly experienced Program Manager – Data Governance Technology to lead the delivery, adoption and governance of enterprise data governance capabilities and technology products within a large enterprise environment.

This is a senior leadership role requiring a strong combination of Data Governance knowledge, Program/Project Management, Enterprise Technology Delivery, Agile delivery and Executive Stakeholder Management.

The successful candidate will own strategy, roadmap planning, delivery, stakeholder engagement, organizational change and business value realization across complex Data Governance initiatives.

You will act as a key liaison across Business, Technology, Engineering, Risk, Compliance, Privacy and Operations, ensuring governance capabilities are successfully delivered, adopted and aligned with enterprise priorities.

Key Responsibilities

Data Governance Strategy & Roadmap

• Define and execute the vision, roadmap, priorities and success measures for enterprise Data Governance capabilities

• Develop and manage strategic roadmaps across multiple governance initiatives

• Own backlog management, feature prioritization, release planning and delivery sequencing

• Translate business requirements into actionable epics, features and user stories

• Evaluate business needs, regulatory requirements and emerging opportunities to guide program direction

• Ensure Data Governance initiatives align with broader enterprise technology and business strategies

Program & Project Delivery

• Lead end-to-end delivery of complex enterprise Data Governance and technology initiatives

• Manage scope, schedules, budgets, risks, issues, dependencies and deliverables

• Coordinate delivery across multiple workstreams and technology teams

• Lead and support Agile delivery practices and ceremonies

• Track program progress and proactively manage issues and escalations

• Provide clear program reporting to senior leadership and executive stakeholders

• Coordinate vendor and external partner deliverables where applicable

• Ensure technology initiatives are delivered in alignment with enterprise standards and objectives

Data Governance & Operating Model

• Lead the implementation of Data Governance processes, controls, standards and operating models

• Establish clear roles, responsibilities, decision rights and accountability across governance stakeholders

• Support enterprise initiatives involving:

  • Metadata Management

  • Data Quality

  • Data Lineage

  • Data Access

  • Data Privacy

  • Data Products

  • Data Marketplace capabilities

• Ensure governance solutions align with Risk, Compliance, Privacy, Regulatory and Audit requirements

• Drive consistency and adoption of governance standards across business and technology teams

Executive Stakeholder Management

• Build strong relationships across Business, Technology, Engineering, Risk, Compliance, Privacy and Operations

• Partner extensively with senior leaders and executive stakeholders

• Develop and deliver executive presentations, business cases, status reports and leadership materials

• Facilitate discussions and decision-making across complex stakeholder groups

• Communicate program risks, dependencies, priorities and outcomes to senior leadership

• Translate technical and Data Governance concepts into clear business language

• Drive alignment across teams with competing priorities and objectives

Change Management & Adoption

• Lead stakeholder engagement and organizational change-management activities

• Develop communication strategies, training materials and adoption plans

• Support organizational readiness for new Data Governance capabilities and processes

• Lead onboarding and enablement activities for stakeholders and team members

• Promote adoption and continuous improvement of governance products and practices

• Identify adoption challenges and develop appropriate mitigation strategies

Measurement & Business Value

• Define KPIs, success measures and reporting mechanisms for Data Governance programs

• Monitor adoption, program outcomes, risks and business value realization

• Identify opportunities for optimization and continuous improvement

• Support budget planning and forecasting

• Track benefits and measure the impact of governance initiatives

• Provide leadership with meaningful insights into program performance and business outcomes

Must-Have Qualifications

• Strong Data Governance knowledge and experience

• Extensive Program and/or Project Management experience

• Demonstrated experience leading enterprise technology delivery

• Strong experience managing complex, enterprise-scale technology implementations

• Strong understanding of Data Governance concepts including:

  • Metadata

  • Data Quality

  • Data Lineage

  • Data Access

  • Data Privacy

  • Regulatory Compliance

• Demonstrated experience leading Agile delivery teams

• Experience managing multiple workstreams, dependencies, risks and competing priorities

• Strong executive stakeholder management experience

• Exceptional executive-level written and verbal communication skills

• Experience developing and presenting business cases, roadmaps and operating models

• Experience translating business strategy and requirements into executable technology initiatives

• Strong organizational, analytical, problem-solving and strategic-thinking capabilities

• Ability to work effectively across both business and technical teams

The ideal candidate is not simply a traditional Project Manager.

We are looking for someone who understands Data Governance and has successfully led complex enterprise technology programs from strategy through execution and adoption.

This individual must be equally comfortable discussing Data Governance concepts with technical teams, managing Agile delivery across multiple workstreams and presenting program strategy, risks and recommendations to senior executives.
