Role: Project Manager (IT Projects)
Organization: Government of Manitoba
Location: Full-time onsite in Winnipeg, MB
Contract Type: Full-time contract (24-month contract term, with possible extension)
Working Hours: 8:30 am to 4:30 pm CST (7.25 hours per day), Monday to Friday

Role Overview

Our public sector client in Manitoba defines Project Management as the end-to-end control of all project phases to achieve defined objectives. The Project Manager will lead teams using methodologies like waterfall, agile, and hybrid, ensuring alignment with their frameworks and stakeholder needs.

Key Responsibilities

  • Lead stakeholder communication (owners, teams, consultants, staff).

  • Direct project resources and manage contract changes within approval frameworks.

  • Monitor risks/opportunities and coordinate project activities.

  • Maintain project data in Manitoba’s management systems.

  • Develop integrated project schedules (capital/operating streams) and provide weekly updates.

  • Track budget compliance using Manitoba systems (actual/forecasted spending).

  • Ensure adherence to approved requirements through detailed scheduling.

  • Define project requirements (design docs, tender-ready packages).

  • Support tender processes, contract awards, and procurement planning per Manitoba policies.

  • Manage scope, schedule, budget, quality, risks, and stakeholder communications.

  • Navigate internal processes (e.g., Architectural Review Board approvals).

  • Process progress claims, holdback releases, and biweekly cash flow reporting.

  • Conduct meetings, provide status reports, and ensure quality assurance.

  • Deliver project documentation (as-builts, training manuals).

  • Facilitate lessons-learned sessions and final handover to operations.

  • Lead end-to-end project management, ensuring alignment with client's frameworks, policies, and stakeholder expectations.

  • Develop and maintain project plans, budgets, and schedules while managing risks, scope changes, and procurement processes.

  • Facilitate stakeholder communication, including regular reporting, progress updates, and conflict resolution.

  • Oversee project closeout, including documentation, lessons learned, and operational handover.

Qualifications:

  • 10+ years of IT project management experience (public sector preferred).

  • PMP or Prince2 Practitioner certification (mandatory).

  • Expertise in project lifecycle management, including budgeting, scheduling, and risk mitigation.

  • Proven ability to manage multiple projects concurrently with strong stakeholder facilitation skills.
