Job Description

Our federal government client is requesting a Senior Evaluation Consultant to complete an Evaluation of a Research Funds.

Tasks: 
  • Work Planning: Review key program documentation (10-15 documents) including previous evaluations and studies related to the funding opportunities, performance measurement frameworks, program documentation, and preliminary/supporting documentation for the evaluation design report.
  • Environmental scan of programs outside Canada: Conduct an environmental scan of a maximum of 10 funding programs with objectives similar in five other countries.
  • Survey questionnaire to grantee institutions: survey of representatives at grantee institutions will be developed and fielded by the consultant.
  • Informant interviews with grantee institution representatives
  • Technical reporting is covered under the respective components above

Experience and Qualifications:
  • University Degree 
  • Active Reliability clearance 
  • 10 years of experience with program evaluations 
  • Consultant must have completed at least three (3) evaluation projects in the past five (5) years for a provincial government department or organization; a Government of Canada department, agency, or Crown Corporation; or for a government-funded organization.
