Job Description

We are seeking an experienced Senior Project Manager on behalf of our client for a high-impact contract role within their Business Technology Project Management Office (PMO). The successful candidate will lead the evaluation and replacement of a critical operational system that supports scheduling, dispatch, and routing activities. The service delivery model involves a third-party managed services provider, while internal teams oversee planning, policy, and technology strategy. The Project Manager will work cross-functionally with stakeholders from various departments to ensure seamless project execution and delivery.

Roles and Responsibilities

  • Drafting detailed Statements of Work (SOWs) for complex RFPs and procurements

  • Creating business cases and supporting capital approval processes

  • Leading detailed project planning using standardized PMO templates and methodologies

  • Managing plans including WBS, budgets, schedules, testing, risk, communications, and change management

  • Directing internal and vendor-supplied teams including Business Analysts, QA, Developers, and Data Analysts

  • Establishing and coordinating project governance committees and structures

  • Identifying and mitigating risks in collaboration with stakeholders

  • Managing scope, schedule, budget, and deliverables

  • Ensuring quality across all documentation and project outputs

  • Overseeing contractor performance and procurement processes

  • Producing regular status reports and presenting updates to steering committees

Qualifications and Skills

  • 10+ years in full-lifecycle IT project management (including SDLC)

  • Experience with cloud platforms, SaaS, managed services, and system migrations

  • Strong understanding of systems integration, data interfaces, and testing methods

  • Experience with data management, ETL, and quality control

  • Familiarity with accessibility standards (ADA, WCAG, etc.)

  • Understanding of privacy legislation and compliance (e.g., FOIPPA)

  • Experience in unionized or regulated environments

  • Proven success in stakeholder engagement and vendor management

  • Strong verbal and written communication skills

  • Results-oriented with a proactive mindset

  • Proficiency in Microsoft Office Suite, MS Project, and SharePoint

Education

  • Degree in Business Administration, Computer Science, or a related field

Nice-to-Haves

  • Experience applying Organizational Change Management (OCM) principles

  • Contract and vendor negotiation/oversight experience

  • Budget tracking, forecasting, and financial reporting skills

  • PMP or equivalent certification (preferred)

  • Skilled in workshop facilitation and cross-functional team leadership
